Opinion...

I can turn off downloads from the Incoming directory. It seems that some
people dislike the fact that most people download packages while they are
being uploaded.

If I could get some input of this before I go doing it I would be
apreciative.

The Idea I had was a basic Perl script that was run on the hours say

to take a peak into the Incoming directory look for .deb/.tar.gz/.diff.gz
of a given package and then grep the mail repository for the upload
announcement and then did a md5sum on the files to check wether they are
finished uploading. Then the script would move them into a directory called
something like /debian/private/project/NEW-arrivals
people could then download from this directory without having to worry
wether the whole thing is there or not...

Ideas/Suggestions?
