I belive it is much more likely that:
Not being the upstream maintainers/developers of any games they are
less familiar with the source for artwork than some on this list might
be.
Not being the Debian maintainers/packagers of the games being
submitted, they haven't done the research required to determine if
source is missing or not and are thus assuming that the Debian
maintainers/packagers have done their duty under the SC and DFSG. They
are aware that some non-programming-language files like PDF can be
generated but don't necessarily know how every file uploaded to NEW
was created.
