Just to clarify, that was my personal interpretation of how things
work here, and may not necessarily be shared by everyone else in the
team.

AFAIK, the closest the team has ever gotten to a consensus on how to
approach team uploads is the vote that Tobias administered [1], but I
see that Juhani has already seen that page.
