Though I personally agree with all those sentences I think for an
official tech ctte resolution I prefer to not have the last sentence
there (or move the "not" in front of "recommend", because that's not
as active as that).
Perhaps something as: "We do not endorse the use of licenses such as
CLA, even if the software as distributed by Debian is Free Software
and can be distributed and modified as usual." (or so).
