Bug#727708: init system discussion status

So we know where Colin, Steve, Russ and I stand on the main question.
If we want to make a decision soon we need to start to thrash out the
details so that we have something concrete to vote on.

It would be helpful to know how far along the other TC members are.
So:

Andreas, Bdale, Don, Keith: please let us know what you're thinking,
and what more information/discussion would be useful.

FAOD I don't expect all the other TC members to read the whole
discussion, which is very extensive.  Reading the primary statements
by the other TC members who have reported so far is probably helpful.

Given the politicisation of the dispute, and its very high status, I
think it's important to have as many of the TC voting as possible.
