Please note that upstart is not yet ported to !Linux systems, and has never run on any (yet). It makes only light use of Linux kernel features, but due to the CLA we would depend on Canonical or people willing to sign it to port it to !Linux kernels, which is not really a nice thing.

I think Ian actually mentioned that a Debian specific, no-CLA patch set could be used to port to other architectures to avoid the CLA. I think that would be a little annoying, especially for Upstart maintainers, but it is theoretically possible.
