Actually it can, at least for now. Although the repertoire files has been
removed from 2.2 CVS, the code of handling repertoire files in "localedef"
has not been changed. So if yuo could find an old repertoire file, you
could compile glibc-2.1.X locale files. Note compiling old zh_TW.Big5
locale is bound to fail because it depend on other locale (en_ds?) which
is in 2.2 format.
