Not quite. Most (if not all) DVD drives should already be able to cope
with at least reading multi-layer discs; that's been in the spec for
years, as dual-layer pressed discs have been around almost since day
one of DVD.

I know that UKLinux in the UK will be wanting to get Sarge i386 and
source DVDs pressed ASAP after the release. I'd expect others will,
too. Let's make life easier for them by producing official images,
like for the existing CDs and DVDs.
