You'll be happy to hear that netselect does exactly this, and that I intend 
to use netselect from the jigdo GUI application for automatic mirror 
selection! Meanwhile, you can run it manually to find the fastest mirror 
for you - it works really well in my experience.

Something like that would be cute.
