note that is says  /dev/sdx    ( not /dev/sdx1 )

OK

The '/dev/sdb1' means  "into the first partition".
With '/dev/sdb' it is "into the whole device, starting at the begin of the device"

Retry with
   sudo dd bs=4M if=~/Downloads/debian-mac-testing-amd64-netinst.iso of=/dev/sdb && sync

Play with it.
Play with the selection menu.
Play with prepared thumb drive, mount it, remove splash image, unmout, retry
