That used to be true, but do you really feel that is true? My feeling is that Colin has over the past year virtually stopped committing changes back into D-I SVN and is certainly a lot less active as member of the D-I team (discussing solutions, reviewing changes), even when explicitly asked. Note that I don't blame him for this; I'm fairly sure that it's more just an unavoidable consequence of his changed job within Canonical than his personal choice. I haven't so far seen any else from Canonical, or even the Ubuntu devs in general, participate directly in D-I work.
