Are you sure about that?  Last time I played with debootstrap, I
noticed that d-i does _lots_ of configuration (e.g. localization,
autodetect, etc) that is simply not done by debootstrap.  This is
why I am still with d-i ;-)

BTW: does xen-create-image also use udebs as d-i does?
