A couple of reasons:

Sure, should. If only for easier testing of D-I.

It is also a more familiar method for people familiar with D-I and not familiar with Xen and the tools.

Testing D-I doesn't just apply to developers either: it is equally useful for people learning about Debian, wanting to play with the installer and not having a real machine to do it on.

b) The domU systems should be indistinguishable from normal systems -
using D-I is one way to ensure this.  It seems reasonable to expect
that any changes to the install process will happen in D-I before
being implemented elsewhere (e.g. is it possible that xen-create-image
may lag behind D-I on some things?)

Both D-I and xen-create-image call debootstrap. There should be little
difference. Most of the install process is implemented in the actual
debs and those will be the same all the time.

Yes, I agree that the individual package scripts are the same. However, comments on the various wikis, such as the one linked to above, suggest the debootstrap method leaves some stuff for manual attention. For someone who is not doing such installations regularly, it is probably more convenient to use D-I than remembering what needs to be done (if anything) after running debootstrap.
