Bug#425397: tasksel/pkgsel causing Etch netboot install to hang indefinitely

There are two groups of servers:

A) Those for which TASKSEL/PKGSEL do NOT hang at the dpkg-preconfigure
process
B) Those for which TASKSEL/PKGSEL does hang at the dpkg-preconfigure
process

The only hardware differences between these servers is that there are
different processors:

A) Intel Xeon 5130 2.0Ghz dual core, 1Gb RAM, 2 x 73Gb 2.5" SAS disks
RAID 1 on IBM serveraid 8k-l, IBM RSA II Slimline Refresh 1 card
B) Intel Xeon 5160 3.0Ghz dual core, 2Gb RAM, 2 x 73Gb 2.5" SAS disks
RAID 1 on IBM serveraid 8k-l, IBM RSA II Slimline Refresh 1 card

Another system (IBM x3850) falls into group (A) and is spec'd as
follows: Intel Xeon MP 3.66Ghz single core, 4Gb RAM, 2 x 36Gb 2.5" SAS
disks RAID 1 on serveraid 8i, IBM RSA II Slimline Refresh 1 card

I don't really see anything here in the hardware which seems likely to
cause the issue we're seeing.

All these servers are using the same DI configuration file, preseeding
and mirror. They are all installing via the same VLAN.
