preseed network-console

Any idea why the following isn't loading network-console? The package is
installed, but its option is skipped by the main loop.

$ qemu -kernel linux -append "priority=critical auto-install/enabled preseed/early_command=\"anna-install network-console\" network-console/password=rootme network-console/password-again=rootme" -initrd initrd.gz -hda /dev/zero

I've checked these documents and my line seems to follow them (except for
network setup, in which DHCP is used):

  http://wiki.debian.org/DebianInstaller/NetworkConsole
  http://wiki.debian.org/DebianInstaller/Remote

Thanks
