No, you're not. This is an issue and it's going to take some advanced 
library packaging knowledge to figure it out.

However, I do know that it is possible set up the build system to compile 
the udeb with a different config than the debs. The question is if you 
can do that based on the regular lib and lib-dev packages.

I do not currently have the answers, but hope that the Gnome team or the 
collective Debian brain will come up with the correct solution.
I would prefer to have the Gnome team take the lead in this though as they 
will hopefully maintain the packages.

IMO moment of the upstream release is early enough to start this 
discussion with them.
