Huh?  What security reasons?  There should be nothing in the netinst
that allows ANY incoming connections of any kind, so I can't imagine
where there would be a security problem.  The netinst does NOT include X
or anything else other than the base system.  That you have to install
after rebooting when you get to stage2 of the installer.  This isn't
Windows you are installing.  Windows does have some open security
problems until patched if you connect it directly to the internet
without a decent firewall in between.

X is NOT part of the netinstall.  You install it afterwards when it
asks you want tasks you want (desktop would include X).  Or do:
apt-get install x-window-system
This of course requires a working internet connection.

You are SUPPOSED to be connected to the internet to do a net install.
That's the whole point of a netinstall.

What kind of modem?  If it is a winmodem, most likely it will never work
with linux.
