Bug#292366: loop on incorrect charset

I have installed a couple of sparc64 machines (One netra and one V100)
and in both of them I had a problem at the end of the installation.
On the first reboot, it enters on the menu where you will set up the
root password and some other configs. But I was unable to do anything
here as the server entered on a loop with the error "Incorrect charset
gb_GB".
This servers have not monitor and you have to use a terminal. Normally
VT100 at 9600bps
I had to reboot on single mode and change /etc/inittab in order to boot
the computer normally and finish manually the installation.
