Somehow, b-f build process is b0rked.

We had two rules for b-f, in utilities/dbootstrap/Makefile, 
and make/utilities

I've filed a bug, with patch.
Please check it.


Also, "LC=true" was never set, when I initially built.
So, it's understandable that we had some b-f that segfault
instantly.


Also, -DUTF8 was never added to CFLAGS. I don't know why.
