If not, could we please have it not interfere with anything in /var/lib/dpkg?

That doesn't seem much to me, only 3k, but if it's a problem making it
put all its read/write data somewhere else would be a solution. Or do
we want apt-get to automatically upgrade installed udebs to some bigger
debs in an installed system?
