Unfortunately, the current package infrastructure doesn't have means
to use anything else than Depends, as apt-get uses just this relation.
One workaround it to split the task into task-c-dev-base,
task-c-dev-doc or whatever. 

This will be done for other tasks as well.

To give you more info, here is what will happen during installation,
so you have more background info for the decision:

"Do you want to select from some predefined package sets?"

No -> dselect (task-* packages still available)
Yes -> - configuring of sources.list
       - selection of tasks
       - automatic marking of important and required packages for
         installation (dpkg --set-selection)
       - calling apt-get install <selected tasks>
