It used to be the case that this wasn't allowed, but when volatile was
folded into stable-updates, this has changed.

Nowadays, stable release managers are perfectly happy to allow updates
(within reason) if external parameters change that break the software in
question.  Litecoin breaking because the algorithm changed or something
would be a perfect example. ClamAV is another one, which has been
allowed to be updated like that.
