 If the bugs are considered low enough to not justify a stable update
I'm neither convinced that they are a good enough reason for a backport.
Backports are about additional features that are offered and never was
and shouldn't be a replacement for getting fixes into stable.  People
usually get lower support and less updates through backports for
security issues and more severe bugs than in stable, and thus suggesting
them to use backports for minor bugfixes isn't helping, rather the
contrary.
