Dependency checking for backports (was: Installing owncloud)

Hi,

triggered by the installation issue of owncloud in wheezy-backports,
I wonder whether installation dependencies could be checked before
moving a package from the backports new queue into the archive. This
way Gunnar would just receive an email "boludo! you forgot the dozen
or so of PHP packages!", which is also a good reminder to better
test before upload. Or the package would just stay in the queue until
all dependencies are fulfilled in either wheezy or wheezy-backports.

Just an idea...
