Back home now, where I can actually investigate this.

The version specific pg_config in /usr/lib/postgresql/$version/bin
(which should be used for server-side extensions) is correct.

BINDIR and PKGLIBDIR from above from /usr/bin/pg_config are also
correct for *client side* applications (i. e. those which only use

pgxs is only for server-side extensions and thus not available in
libpq-dev. I will fix pg_config to show a proper error message in that

I added test cases for this to postgresql-common now, so no bug report
necessary any more.
