I'm pretty sure the standard sbuild build process is generic enough
to be used for all kinds of Debian packages. After all, sbuild is the
standard tool that we're using on the buildds.

I think "specialized" here just means what you're used to using.

qemu-debootstrap is just used for creating the chroot. You cannot create
the chroot on amd64 without qemu because you cannot run the second stage
of debootstrap after running debootstrap --foreign --arch=armel.
