pwm1 = pwm2 = 0 is fan stop

pwm1 = pwm2 = 255 is fan full speed

pwm1 = 0; pwm2 = <value> is variable speed

where <value> is between about 60 which is the lowest value at which the fan
will reliably start rotating and approx 100 which seems to be full speed.
