but you could be installing kdevelop to work on a variety of projects (in many 
programming languages) that don't build libraries (and don't need libtool).  
That is why it is not in the depends for kdevelop.

If you want to create a project with kdevelop that creates libraries, and you 
want to use libtool to create them, then you should apt-get install libtool.
