The largest part of the work is converting the library packages to
support installing to lib64. Adding support for this to dpkg is
part of the problem as well. It could be done without changes to
dpkg, but that would make the work on the library packages far more
difficult than it already is.
Note that those problems are basically solved, the solutions just
won't make it into the official sarge release.
