MILO> boot dev:

where dev: is the device where /etc/milo.conf resides.  If you boot via
ARC, you can put that command into OsLoadOptions instead of the
traditional `boot dev:vmlinux.gz root=/dev/blah'.  Or you can always
inject it into the MILO image with miloctl.
