If you're using dpkg-1.4.0.31 already WITHOUT the newest glibc installed,
you have a big problem.  I'll recompile a "nondebbin" tarball of dpkg
without lchown() support and post it on my server today for those of you
who may have gotten yourselves into that situation.  It is really my fault
for not adding a dependency there :-(

If you're still using dpkg 1.4.0.24, then it's probably that you're using
a devel kernel.  Installing the new glibc and dpkg should fix that.
