Ok, so it seems that you wanted the latter (generic festival). This is
described in /usr/share/doc/festival/README.Debian, basically:
echo RUN_FESTIVAL=yes > /etc/default/festival
cp /usr/share/doc/festival/examples/festival.init /etc/init.d/festival
chmod +x /etc/init.d/festival
update-rc.d festival defaults
