I think the issue is that the "speakup team" have many projects on their
plates and Kirk, the project leader, doesn't have an interest in
supporting proprietary software synths. I have thought of working on it
myself, but even though I want it to work I haven't devoted the time to
learning how and coding anything.

You can check tuxtalk out of cvs with the following commands. You will
of course need cvs installed.
cvs -d :pserver:anonymous@bumpy.braille.uwo.ca:/usr/src/CVS login
use the password please, then
cvs -d :pserver:anonymous@bumpy.braille.uwo.ca:/usr/src/CVS checkout tuxtalk
IIRC it compiles correctly, but isn't particularly useable yet.

I don't know what say you're referring to. Most of the software synths
available seem to have a command line interface which they install as
say, but chances are that to get any software synth working you'd need a
whole heap of floppies.
Really your best bet is to somehow track down a hardware synth. You can
usually find used ones that aren't so pricy as to make you go hungry.
