Probably every list is better suited than this... try what Rick suggested,
not very software developer provides deb files, or do you want to install a
tar.gz instead of a deb?
Why don't you suggest it to the apt developer, or ask on the debian-user or
debian-devel mailing list? Not many debian developers read this list, and
most probably not those who develop apt and co.
