I don't think we need or should enforce the way the team forms and
cooperates around a given DebConf, nor should we give any person
more power in day-to-day routine than others, and having a "leader"
might imply such. Leaders don't get appointed or enforced, leaders
are followed.

However, having a public face (elsewhere called "conference chair"
and "… co-chair") is helpful in many ways, even if this person
doesn't call the shots.
