The reason I registered the session is because I don't believe this
is material for the opening ceremony. The idea should instead be: an
event very early on to get newcomers acquainted, and not to bore
repeat DebConf offenders.

Doing this on Saturday right after brunch would seem like a good
time. And as this is not an official talks slot, I think conference
orga could just as well let something happen during this time
without trying to convince the talks team first. But sure, involve
them if you prefer.
