I agree -- changing the questions, and paying everyone percentages is
potentially worth trying in a future year, but our current questions ask
if people "need" the money and how much they "cannot" fund. So paying a
percentage now rewards people who lied in the answers in the hope of
getting more than the "need" but doesn't help those who were precisely
truthful.
It would be sensible, though, for the "you have been granted travel
funding" messages to include a polite request to reconsider if the
portion paid by Debian can be reduced at all.
