I agree with the general feeling behind the request. It is particularly
important to support people who are single parents, for example,
otherwise they are excluded. Even so, given that the DebConf13 local
team were not asked for this before Switzerland was chosen, people
should not put too much expectation on what can be done for 2013 - it
should be added to bid criteria for future years.
Much of the London underground has absolutely no support for disabled
people, but they still get the Olympics.

I don't mean to exclude anyone with that statement - maybe the statement
was just too generic.
It could be a test of who wants to pay for optional items: e.g.
a) advise people who want accommodation for family or business traveler
expectations that there will be a 500 CHF surcharge per week (this
figure is just a guess)
b) anyone who doesn't want this doesn't have to worry
c) anyone who does want this must pay 50 CHF before 30 September
d) if only 5 people pay the 50 CHF, give back the money, local team
worries about other things and doesn't waste any more time talking about
accommodation. If 150 people pay this 50 CHF deposit, local team has a
clear signal that more accommodation options are necessary
e) DebConf team comes up with some kind of final proposal within another
3-4 months and then people pay the other 450 CHF.

I never said anything about children being unwelcome or that nobody can
be bothered. Strangers were not mentioned either - children often get
up to mischief without any help from a third party. My previous
comments were only intended to encourage everybody to think about the
different issues that may arise, and the extra workload, just like good
code is designed to check for errors and/or catch exceptions after any
important operation.
