...I would also not be able to assure you if it was her, me or who :-) 

Anyway - There are too many factors to weigh in for this. Another idea
would be to set up different queues, and allocate people based on
them. We have said over and over that one of the reasons to hold the
conference each year on another continent (which translates to Europe
and America so far) is to give closer people a better chance to attend
- given the benefit of less time travelling and less costly
transportation. 

So, possibly we could come up with figures such as, "we will sponsor
50 Europeans, 25 North Americans, 15 South Americans, 15 Australian
and Asians" (PLEASE don't jump because of the numbers - just
explaining the idea). Next year, the first two figures would be
swapped. Of course, that'd be somewhat unfair to Eastern Debian
people, but it'd also be an incentive to come up with a DebConf Asia
bid ;-)
