Sure, though we need to give a deadline on that message (or people will
ignore it for now), and we can't really make the deadline be immediate.

I agree that putting the Junta de Extremadura as host organisation would
be good, we need someone official to agree to that though (separately
from the issue of signing the letters).

For the actual signing, I also agree that having a minister from the
Junta sign the letters, as Cesar promised a long time ago, would be
good, but I don't know if this is agreed / how it will work? 

-- First, we need a quick turnaround on the letters, while I guess a
Junta minister may be quite busy....

-- Even if we announce a single deadline, many people *will* request
letters after that deadline, and I'm not sure that we can repeatedly go
back to a Junta minister to ask for more signatures?

Perhaps it would be simpler to mention the Junta and a minister's name,
but to have the written signature be from Cesar on their behalf?
