[Debconf-team] Importing TK servers, does it worth it?

<boring_mail_disclamer>
This mail is long and boring if you don't want to or need to know all the
details I suggest skipping up to the --- Short Version --- mark
</boring_mail_disclamer>

We have been working hard on importing some servers that Thomas-Krenn.AG
could lend us for DebConf. Here is a status report so far.

The servers would be imported temporally and for that two things are
needed:

 - An entity registered at .ar customs as importer/exporter
 - A guarantee for 50% of the value of the imported goods or a policy
   that cover that

The first thing we could have through Vía Libre, the non-profit
association helping us, but to have them registered we need another
guarantee of ARS30000 or a policy that covers that. The value for that
policy is ARS758.

The policy for the second thing, the guarantee for the temporally
imported servers, is around ARS200.

Also all the paper work has to be done by a Custom Officer, that charge
only for the import :

Honorarios (fee) USD250+VAT
Gastos operativos (operative costs) USD150+VAT
Tramitación expediente (file handling) USD120+VAT
Tasa SiM (SiM rate) USD 10,00

                        ((250+150+120)*1.21+10)*3.17 = ARS2027

VAT is 21%, USD1 is now ARS3.17

So far, so good, now shipping costs.

SHIPPING MUC/BUE EUR 2.35/KG
FSC EUR 1.05/KG
SCC EUR 0.15/KG
AMS FILING EUR 10.00 /SHIP
ORIGIN EXW COSTS EUR 220.00

                        ((2.35+1.05+0.15)*(5*25)+10+220)*5 = ARS3369

We are estimating 5 servers of 25Kg each, EUR1 is ARS5

DESTINY COSTS USD 107.05 + VAT
COLLET FEE 5% OF THE SHIPPING COST, MIN USD 25.00
INSURANCE FREE (most likely we can get this for free, as we have good contacts)
ACARREO (handling) TO BE QUOTED

                        (107.05*1.21+25)*3.17 = ARS490

                        TOTAL IMPORT = 2027+3369+490 = ARS5886 = USD1857

That's for bringing the servers up to EZE, it does not include shipping them to
MDQ, but maybe we could handle that ourselves. Also this does not includes
Taxes or fees in .de customs since those are unknown until the goods are there
according to our freight forwarder.

Now for exporting them again we have less details, but the Customs Officers services would be:

Honorarios (fee) USD200+VAT
Gastos Operativos (operative costs) USD150+VAT
Recupero de la Poliza (Policy recovery) USD100+VAT

                        ((200+150+100)*1.21)*3.17 = ARS1726

Again, VAT is 21%, USD1 is now ARS3.17

And some shipping costs would include:

SHIPPING BUE/MUC USD 1.70/KG
FSC USD 0.50/KG, MIN USD 50.00
SCC USD 0.02/KG, MIN USD 10.00
GASTOS AEROPUERTO (airport fee) ARS159.00 + VAT
INSURANCE FREE
ACARREO (handling) TO BE QUOTED

                        ((1.70+0.50)*(5*25)+10)*3.17+159*1.21 = ARS1096

                        TOTAL EXPORT SO FAR = 1726+1096 = ARS2822 = USD891

--- Short version ---

Adding up, we have a cost of at least USD1857 for importing, plus around
another USD300 for insurance, and another USD891 to export them. Totalizing a
sum of USD3048, and still some missing numbers for the whole deal

The local team think this is wasting too money much for bringing 5 servers,
plus all the hassle and paper work and the uncertainty of problems at customs.
We think we can better use that money buying stuff here and sell them
afterwards.

What do you guys and girls think?
