Some might say that it's the other way around: that DebConf is too busy,
what with all the talks going on, that there isn't any time to do some
decent socializing.

I'd say that both should be fine; that if people mainly come to see
other people, that this should be allowed -- although I can sympathise
with the feeling that Debian shouldn't be sponsoring their holidays,
then.
