I think you will have the same discussion again with upstream. These
afm-Files are not necessary to run teTeX, so they are not packed. The
package itself is huge enough. If you really want these files
(independent of teTeX) be packed you should file a wishlist bug and
make a request to pack these files but this has nothing to do with
teTeX. IIRC there is a special page where you can submit a request to
package a special piece of software.
