I can see your point a bit.  I guess it might be better
to package those afm files outside tetex packages.

We wouldn't like to add stuffs which were not included
in the upstream teTeX.  Especially, inside TeX, we don't
need afm files basically.

I might misunderstand something but I wonder why you
need to use computer modern fonts in a normal text 
on windows header(?).  Isn't there any more appropriate
fonts?
