Ok, I was just pointing it out because it serves as confirmation that
the environment was in fact configured as spanish, but debconf failed to
use the translations.

Well, I can see foo-es.utf-8 entries there.  However, all entries in all
languages for all packages in that file are in UTF-8, so I'd assume that
some of them have been recoded from their original encodings somewhere,
because I'm sure I've seen some in iso-8859-1/15 posted on this list.
Maybe Debconf expects to be able to recode them back on display and the
fact that it failed is merely a bug, not a missing feature.

On your file, do all entries show up as iso-8859-15?
