Does Debconf present the user strings which are encoded in ISO-8859-1 if his
locale is UTF-8 (or viceversa)? At least podebconf-display-po cannot handle
this itself and I think debconf doesn't either (for templates that are
defined as Description-es.iso-8859-15, which are those with accents, others 
are defined as Description-es in the templates file)

We will probably do so (because of the issue described above)
