On many systems, it is perfectly reasonable to not install mkvmlinuz.
Therefore, "Depends" is definitely too strong. IMHO "Suggests" is
just about right.

Maybe. Or maybe more bugs would be closed immediately with nothing
but an RTFM. Who knows.
