I used diffoscope to compare the tarball uploaded to github with the tarball github itself generates as well as the tarball uploaded to Debian. The tarball generated by github and the tarball uploaded to Debian are identical but the tarball uploaded to github uses a different directory name internally and so it isn't identical.
