If the tarball you upload to Debian is bit-for-bit identical to the
tarball you upload to or get from github, then yes, otherwise no.

I used diffoscope to compare the tarball uploaded to github with the
tarball github itself generates as well as the tarball uploaded to
Debian. The tarball generated by github and the tarball uploaded to
Debian are identical but the tarball uploaded to github uses a
different directory name internally and so it isn't identical.
I think you can just drop the extra tarball uploaded to github.
