DB seperation

I just commited the changes that allow you to build the doc without having
to have all of the database stuff set up. It still looks for a file out of
the src/include tree (which is external to the spec tree), but otherwise, it
should work. There is a new target, gensrc, that will perform the DB steps
if you need them.

Also, the SGML & Docbook tools from RH 6.2 don't work. I got a lot closer
by linking /usr/lib/sgml/docbook-3.0/* to /usr/lib/sgml-tools/dtd, but it
is still missing something 8-(.
