I should make one clarification: neither an account nor developer write
access is a requirement for people to contribute. The cool thing is
that anyone can now check out the CVS tree and send a patch to one of
the developers (or post it here).
Also, even for people with write access, only stuff has been approved by
the committee (more or less, that's the groups/individuals who attended
the February 1999 and December 1999 meetings) can go into the specification.
